Carmen Hetaraka (Ngātiwai, Ngāpuhi, Ngāti Hine) has worked for 30 years in developing programmes in the social and criminal justice sectors, including as the cultural advisor for Raukura Hauhura o Tainui, co-facilitator of the Tikanga Māori programme at Auckland Region Women's Corrections Facility and the Auckland South Corrections Facility. He is the former manager of the Community Action Youth Alcohol and Drugs (CAYD) programme in Whangārei and helped set up the Community Action Project of Whangaruru (CAPOW).
